The NZ government kindly gave me this QA about the ETS.

Slightly depressing, especially this bit:

The overall cost to consumers and businesses of the emissions trading scheme in the first year will be $400 million. From 2008 – 2012 the government will allocate $1.775 billion in carbon credits to the forestry sector. By honouring commitments to give credits to the for estry sector , and by softening the costs to consumers and businesses, the Government will be making a significant loss on the emissions trading scheme.

The government is making a loss on the ETS? Whose money is the government's, exactly?

I also received this letter from Nick Smith in reply to my concerns on the ETS. To give him credit, he did actually read my emails and respond to specific questions.

A man appeared before Swansea magistrates this week accused of possessing extreme porn images, including one which allegedly shows "a person performing an act of intercourse with a dead animal, namely a squid."

Regardless on your personal opinion on climate change, it seems that there are some questions to be asked about the next phase of New Zealand's emissions trading scheme, due to roll out on July 1st 2010.

Here are my suggestions. If anyone has others, please leave a comment.

(1) How much with the ETS cost the average family, both in the transition phase and beyond?

(2) How much will the government infrastructure cost to support this scheme, and how many government employees are directly involved with administration of the scheme?

(3) How many brokers are involved in the trading of certificates, and what is the expected overall commission?

(4) What is the expected saving in CO2 emissions (in tonnes of CO2), if this has been calculated, for the next decade?

(5) Will the public be informed as to the CO2 savings, and if so, by what channel?
